You have to win at least one Civic Crown. Your INT will suffice, but you need more CHA; as much as your INT.
No, the Grass Crown is not necessary to become consul.

Charisma alone won't be enough. Your Intellect must be at least 85 too (and of course you need one Civic Crown).
Did you become praetor? Consider that there is no randomness involved in the epilogue, just minimum requirements.
I just checked: you need at least 78 in both INT and CHA.
INT/CHA 78 is the requirement to become a *praetor*, as asked by Sola Gratia and quoted in my reply.
The requirement for consul is under spoilers a few posts above: 80+ isn't enough.
