That's correct. I forget where, but that's mentioned at some point.
But there is a key story element. Remember, these forts have a purpose. They are a base for your lands. They are a place for your people to come and get services. Your people need cloth and wood and mills. A fort with 8 smithies won't do you any good when your citizens around it can't get medicine.
That element was a specific request of my daughter, so I had to put it in. At her request, I'll be putting in more customization options in Queen's Wish 2.
