Advice for battling the Nisse (possible spoilers!)
I'm sure I must be doing something wrong, so I'm hoping to get some advice from those that have made it this far! I'm just playing on Normal difficulty, and my party is Level 21. I have been able to make it to the final Nisse outpost, but then I run into a problem when I meet with the first group of defenders, right inside the gate. my party gets one turn, then proceeds to get curbstomped. It is rare for me to have more than two characters survive the first round of attacks from the enemy!

Do I need to try and get more levels? Or do I just need to focus on better gear, or arrange my skill points in a different fashion? Any advice for tackling the final section of the game?

Thank you!

TL;DR: Buff all your characters with haste and 3 stacks of blessing.

Slightly longer version:

Get all your characters to the max speed of 65%. To do this, I get +20% on each character from the support skill tree, and then +6% from a Haste augment. The haste spell gives +40% speed, bringing each character to the max speed of +65% speed. (Multiple stacks of Haste do not give additional speed bonus).

Blessing increases the damage of all auto-attacks and all attack skills/magic. Importantly, this damage buff stacks up to 3 times (additional stacks beyond 3 do not seem to increase damage).

So try to always have 3 stacks of Blessing and 1 stack of Haste on all your characters at all times. That should really be all it takes to win on Normal.

First, take the advice of the previous guy.

Second, I would add that you should have all party members equip tier 3 gear with 3 augment/rune slots. Stick a +5% hit chance on both your sword and your helmet. Next, try to maximize your evasion stats. Personally I gave all my characters tier 3 robes which had 9 physical and 27 magical defense (I chose the robes with the +30% blessing duration), and then focused on increasing my physical evasion. Have one or two Vol characters with Tower of Might as well to increase your party's evasion.

Give your Prince/Princess the cultural healing ability (it is incredibly powerful!). Change all your basic healing potions into +3 energy potions (all you need is a one-time purchase of 400 gold and you can change all of them). Give your fighters the tier 2 combat AOE ability that damages all enemies within 2 spaces. It's great for clearing out groups. Lastly, cast the tier 3 magic mass-slow on your enemies at the start of the battle after you have hasted/blessed your party.

Oh, don't forget to make a manual save before entering the tower gates after you beat this battle. You won't be able to exit after you do until you beat it.

I never would have thought of dressing everyone in robes. I will have to look into that!

Do the cultural abilities stack if you have more than one type? I didn't know that, either.

And yes, I've been using the Haven healing spell since the start. That spell is fantastic!

Oh, should I focus on separate healers and mages? I'll admit that I've taken a bit of an old school approach to the game, having one dedicated healer, one dedicated mage, one dedicated fighter, and one character (my Haven character) a mix of all three. Should they all try to be about the same blend, instead?

Any other suggestions? This is giving me something to work with!

Yes I believe cultural abilities stack, as they work independently of each other.

By the end of the game my party was past level 20 (which is when you stop getting 1 skill point each time you level up), so most of my characters could deal physical damage and cast magic with relative effectiveness. At end game my Prince was the primary healer using his cultural ability as mentioned earlier. At lower levels, I gave each character the ability to cast a single heal and used health potions for the most part. Also I made one character focus particularly on magic and armed them with a wand.

Also, I found bows to be more effective at taking enemies out than melee since you can kite melee enemies by pulling out of their range and shooting them on each turn.
