I'm stuck underwater with no way out.
I finished the quest to clear the waterways, and I decided to start exploring a bit. Long story short. I ended up underwater and there is no way out. At the bottom there are two wooden pillars I can't break. Above me there is a stronger current I can't swim across. It just pushes me down.

Did you try loading a backup save from the main menu? That should be your first solution when encountering a progression blocker.

You're not supposed to be down there just yet, not until after you have a means of gliding. If you played the first game then you know what I'm referring to, no spoilers. If you can't get to dry land to warp out of there, use the spitting plant to your lower left (2nd image) to Bash an acid bullet into the breakable wall. Air will be limited until you purchase Water Breath from Opher, so split your time between that air pocket and breaking the wall. In the next chamber to the right will be another air pocket and a means of destroying the obstruction blocking the water wheel.

I don't see how you can get stuck at the waterwheel... There is nothing in that area or before from what I recall that is locked behind an ability you don't have yet...
The new ability you get is required to get to the next room but you can just go back. Water breathing is not required at any point either.

Just go back from where you came.

just use the projectiles of the plant on the breakable wall on the bottom right , repeat that on the next wall on the bottom right to get another air bubble to breathe and use the projectiles to get rid of the corruption and get the wheel moving

Found myself stuck here in Luma Pools as well, but I figured it out. For those of the future stuck at the same spot, you have to use the bash ability (default: left bumper on controller) to redirect the chomping vine's projectile into the cracked wooden pillar to the right. This had caused me confusion as I had assumed that the bash ability wouldn't work underwater since most other actions don't.
