To experience an amazing and challenging adventure - absolutely.
To play the new Ori and the Will of the Wisps game - no, it's not a DLC or something. But why not finish the first game while still waiting for the new one? Took me ~15 hours to finish the game for 100% and to get most Steam achievements (excluding extremely hard ones).
I'm a platformer genre lover and I say that Ori and the Blind Forest: Definitive Edition is the best platformer I've ever played. It plays like a dream. If you want to know what does "responsive controls" mean - this is the game to experience it. The game is crazy beautiful, same as the music.
I've played it on PC, using Xbox One controller.

Gameplay - no
But if what you're asking is whether there's story to *be* explained, then yes, you'll probably want to have experienced the original.
That said, the first part is a great game as well and only takes about 8 hours, so why not go and play it?
The first game is a good experience and it would most likely only add to your enjoyment of playing the second game as you would now have emotional ties to the characters, the story and the world.
Good or bad. The ties would still be there.
Just so not to waste time in areas you can tell that you be coming back to later once you have certain abilities. Seems they kinda expecting you to know some of the game fighting mechanics from the first game.
I personally enjoy the first game, and looking forward to this one as well.
