Have you tried manually installing XNA and/or restarting Steam?

Huh, that looks vaguely familiar. You had a thread for this problem before didn't you? I didn't notice at first but I recognize the name now. I guess you never got it working back then. =[

Anyway, maybe this old thread I found can help you.

Try uninstalling .NET 4.0 and XNA Framework. Reboot afterward and then reinstall .NET 4.0 then XNA in that order.

worked for me :D:

Stupid broken forums. I post a link and suddenly it repeats the line before it (this time crammed into the previous paragraph) and doesn't properly display it as a link...

I swear, sometimes these forums just don't make sense. I tried correcting it several times but if I post that link it always does the same thing.

Sorry about that. I'm far from an expert on the various problems Terraria and/or XNA can encounter so I wasn't really sure what to tell you. Apparently what I could find wasn't really helpful either. Good luck getting it working. I'll let you know if I find anything useful before you've wiped your computer.

after you download the installer right click on it and go to properties then there is a compatibility tab, check the box and set it for windows xp service pack 3 and check the run as admin box.

you set it to windows xp compatibility since everything seems to work with it and with xna and direct x they sometimes have issues on vista 7 and 8 after you hit apply then try to launch the installer like normal
