http://www.terrariaonline.com/threads/general-port-forwarding-guide-aka-go-be-a-host-yourself.8859/
This is the guide I used for it. Good luck with it.
"If your connecting to your friends server, they need to open their port correctly. Not you.
Whoever is running the server go to...
http://www.canyouseeme.org/
Type in the port used for terraria and check that it is open. If the port is closed, something in their forwarding or network rules needs to be addressed.
If there port is open, then the server is incorrectly configured, or one of you is on a network that has extra security or something unusual that will need to be dealt with."
Hope it helps!
1 - They gave you the wrong ip. Just go to google and type in "ip". Give that ip to your friends that are trying to join.
2 - They didn't give you the correct port. Always leave it at 7777 if you host a server.
thanks everyone we got it to work. it turns out that netgear made you have to jump through all these hoops to port forward according to my friend but we got passed it and it works. thanks
