Also dead NPC's take ruffely a Terraria day and night to move back in but the Wizard is a old man so he takes his sweet time about it.
It also helps to be way from the house so go mining or run the the end of the map.
go to the original spawn point and wait to see if anything shows up, if so kill them and your NPC's should start spawning again

House 2, 3, 4...is that a wall of ebonstone? If so, the game probably figures the houses are too close to corruption.
