Why isn't my waterleaf blooming?

Either it has and you can't see it because of the blue background, or you just need to wait longer for it to fully grow.

Doesn't it only grow in a desert biome?

Part of me wants to say that's just to much water. I'm not sure but I assume the plant needs at least some air. Pics and vids I see show just a bit deeper then the pot.

The other possibiltiy is it just hasn't bloomed yet. The wiki says it takes the longest to bloom.
