Players are stored in Players folder and worlds in Worlds folder. Also keep in mind that for Win 10 the path may be a little different but should be similar.
But to store saves locally you must deactivate Steam cloud feature first. There are two things you need to do for that.
First of all by default Steam cloud is on for any game including Terraria. But Terraria itself doesn't automatically use it. In order to save your player or world to the cloud you have to press a button called "move to cloud" within Terraria starting menu on that world or player.
So to stop that world or player being saved in the cloud you have to press that button again.
And secondly you need to switch off the cloud feature for Terraria completely in the right click menu over Terraria in your Steam games library.
After that cloud save-files will appear in those local folders and you can copy them from there.
