Also how hard would Hardmode be to start a fresh character on? Or is it like the PS3. Where i can start my character on a normal mode world then take him to other worlds as i wish?

Also i never bought a game from steam before. So if i buy this game. And put it on my dad's labtop. I will be able to go home and put it on my computer also right?

completely unrelated game nothing to do with terraria. Its a wow like MMO with questionable young girl looking characters.
Since that is one of the Highest end graphic games out atm. And Tera is pretty fun but gets boring really fast.
The more amazing thing is that you mentioned having more than 1 daughter. If it is 2 daughters, then the PC version has a 4-pack available that will let you all play together also. A family that plays these games together is really awesome.
We are close to the Thanksgiving or Christmas sales time. There is no guarantee that Terraria will be part of it, but if you are willing to wait, you might get it at a lower price. If you prefer to get it now, I think you still will not have any regrets at the regular price, either.
Note that while you can install your Terraria game on several PCs, you can only play one of them at a time. It means that if you family wants to be in Terraria all at the same time, not only will each one of them need their own Steam account, but they will also need their own PC. You can share PCs but just will not have all people on at the same time.
Ultimately, if it still comes back to just you and your wife, then you don't need 4, and just need 2 accounts and machines to run Terraria on it to play together.
