Is The Bat Scepter Really That Good?

If all the bats can strike their target then it has by far the highest DPS of any caster weapon + its freakin homing at long range.

A good question is, why don't you use it?
It probably doesn't match your playstyle so it isn't a good weapon, for you. On paper it's DPS is very high but this is bolstered by the fact it is a homing weapon and hampered by the fact that the bats cannot enter water and do not bounce of walls.
I prefer Magnet Sphere myself but I use Bat~ in big open spaces and Mag~ in tight areas like the dungeon.

I prefer the Shadowbeam Staff and Magnet Sphere, but I like to keep this thing on my Hotbar at all times thanks to its mass damage and low mana, and its accuracy

I didn't give it much thought when first it dropped, but since it's become my main weapon. For me it's doing about 80 damage (tooltip) with Demonic and costs 2 mana a shot, which combined with a fast, hold-to-attack firing speed make it effective.

the only flaw the Bat Scepter has, is that the bats don't bounce of walls like the bbees and wasps did, they just go poof and disappear

They deal damage once.
The weapon has the highest dps of any caster wep, if they stayed it would be ridicliously overpowered.
