Meat grinder and NPC's

How do you get the meat grinder and how many NPC's are there?

NPC's: 18 normally. 19 counting Santa.
Meat Grinder drops from I believe only certain crimson enemies. I had the most luck in the crimson underground.

Meat grinder drop from monsters of Hardmode crismon, whit 0.5% cahnce.

you could check up terraria wiki.. it would be a really long reply if I want to write them all in detail.. lol
some move it as you make progress in the game (defeating new bosses)
and those basic one will move in once you have like a fix amount of health,money,get a boom/gun etc.

I know how to get the dryad and demo and gun and stuff but how do you get people like wizard and cyborg and mechanic?

Wizard,Like goblin tinkerer found in caves,but only in hardmode,Cyborg,after getting a explosive gun,killing plantera(Hardmode) u can have one,Mechanic after defeating skeletron go to dungeon and search for her.Yeah

how do you get on hardmode

You have to go to the Hell Biome (dig down till you reach giant Lava Seas and Obsidian Towers). There you have to kill the Wall of Flesh (summoned by throwing a Guide Vodoo Doll in Lava). When you defeat it your world is converted into Hardmode.
But do this only if you are prepaired. The Enemies in Hardmode are very strong.

You can rescue the Wizard and Mechanic from the Dungeon (or sometimes the underground/cavern due to a bug, but it's usually the Dungeon that they spawn in.)

For the Cyborg, you need to defeat Plantera (a hardmode boss).

As TheDaemon said, you need to go down to the Underworld biome (AKA Hell) and drop a Guide Voodoo Doll in the lava, which are dropped by Voodoo Demons that spawn there. Be prepared, though.

so what you have to do is defeat skeletron. because from what i here the only way to stop the dungeon gaurdian is to kill skeletron

When you've defeated Skeletron you can enter the dungeon without the guardian attacking you. There are other things down there though...

The dungeon is not only a good place to find some of the NPCs, it is also a great place for loot. It is worth going down there.
