But a word of warning, if someone is using a modified client they can spawn things in after registering and logging in.
So that ''new'' character wont be so new for long in that case.
Also did you stop to consider that people actually ♥♥♥♥♥♥♥ played the game to get those end-game items? no? everyone just cheats? i play the game so ♥♥♥♥ off with your ''inventory edited'' character theory.
In that case, banning those items would solve things.
If by "inventory-edited" you mean people who use post-plantera items on a pre-hardmode world, then I believe Serverside Characters would be the best choice.
An alternative choice however, is the Whitelist.
I play with a bunch of friends saying we'll all start fresh but they are trolls so I want to take things into my own hands and force them to not inv-hack cause I know they all do it.
I've seen stuff on public servers where if you join a game with modded in items they'll force you to remove it out of your inventory before you can move or do anything and if the items are legit they let you keep it, thats the thing I really want to know how to do.
If you want to force them to use legit new chars, use ssc
