I'm thinking this should be in the other Terraria Sub-Forum, but to get it, you either need to play to get more card drops, but if you used them all, then you can buy them off other players for about 10 cents, or if you are online often, then you are put in a giveaway type of thing to earn more card drops. You don't have to do anything specific in-game.

Then just continue playing, you earn card drops randomly.

You don't get cards based on what you kill in-game.
All trading cards in steam are given out time-based, and they are each a random card.
Here's an example if you are still confused-

So every half an hour, I may get a trading card from steam. That can be ANY Terraria trading card. I hope this clears things up.
