If it's a recipe for crafting then I would be heavy handed on the gavel about it until hard-mode since the drop rates for stuff like ankh shield components are pretty few and far inbetween.
Is it cheating? No, your friend obtained the item legitimately through legitimate circumstances so I wouldn't call it cheating.
Is it disruptive to the spirit of the game? Sure, but I'm not much of one to crawl under people's skin for bringing their wig with them. (even if it DOES sell for a gold.)
In multiplay it's probably even less relevant, since people can share stuff there freely anyway. That's why I didn't even try playing on a server yet. It would ruin my motivation to progress through my own effort.
If you're playing to beat the bosses with friends or by yourself, or even just playing normally and want to do it legitimately from start to end, bringing in weapons and items would make it less/not legitimate. (or in your case, not from scratch)
'Course, if you're playing purely for kicks, want to beat up bosses and see how powerful you can be, just building things, bringing in items wouldn't do harm.
But if you're trying to make the balloon bunch legitimately then good ♥♥♥♥♥♥♥ luck.

Tell that to your blasphemer buddy who wants to bring hard mode items to a world still dabbling in wood and copper.

The nature of the item is, more often than not, what determines if you can brand it as cheating. There's absolutely no harm in bringing in a vanity item, or in some cases, chest specific items (such a lucky horse shoe) after you've found all the chests on that world.
There is also the possibility of certain tools or accessories that your group should have found but haven't that your friend really wants to have, such as hermes boots or maybe a flare gun, or whatever (assuming that you're well past early pre-hardmode).
Conversely, if it's a piece of endgame armor or endgame weapon, or even something much more advanced than you should have in your current progress on the world, then it's cheating.
I advise you to consider those factors before saying yes or no. Use your own judgement.
