It's an end-game wave event that gives you some of the best weapons in the game. It's basically a winter version of Pumpkin Moon.

Basicly the frost moon but instead of Xmas themed its halloween themed, its slightly easier though.

Pumpkin Moon is a 15 wave event that has bosses that fly with scythes(?), shoot fire, and run super fast on ground. Frost Moon is basically the same but harder and snow instead of death.
Make medallions to start them at nighttime.

Note that with some preparation, you could survive Pumpkin moon with mid-hardmode equipement.

But for the Frost Moon, you NEED endgame stuff and preparation if you even want to make it past the first couple of waves.

Both events end when morning comes.
