Sure seems that way.
That's what map editors are for. Though I wouldn't be averse to an in-game creative mode if they did decide to add it. I just don't think it's all that important.
Even if I'm doing a legit playthrough I still use TShock. I use it for the teleport/time feature. Sure some will say "then it's not legitimate" but I don't use it for anything other than to save time. For example I can either type /time 7:00 or I can sit and stare at the screen until morning. I can either walk to a place or I can use the teleport feature (if I've already visited the location of course.)
The real beauty of open, single player games is that your free to play the way you enjoy. TShock gives you that. Don't want to spend half of your time in game travelling because it's boring? You got it. Don't want to wait till evening while alt tabbed to Youtube? All yours.
