Regarding the best minion in the game, the Twins are the best as they do more combined damage than the Tempest Staff's 50 damage dealing Sharknado. Two other good weapons that summon creatures (but don't count as minions) are the Staff of the Frost Hydra and the Queen Spider Staff, both of which summon stationary creatures that act like 'turrets' and don't count towards the Minion Cap.
The guy above me doesn't know what he's talking about. The Raven Staff is the better of the two, and the Tempest Staff is by far the best summon weapon in the game. While the Optic Staff does summon two minions instead of just one, those two minions have a relatively slow attack time compared to the Pygmy, Raven, and Tempest Staves, so Optic's DPS is less overall. Not to mention that both hits of the Optic Staff's minions get reduced by enemies' defense, so in practice they do way less damage than it looks like on paper. The Optic Staff is good for its tier, but as soon as you get the Pygmy Staff it's rendered obsolete.
It wasn't meant to be an insult, just a statement of fact. You even said you don't usually use minions and just looked at the items' stats, so it's understandable. But, while it's good to want to help someone, you'd help them best by either doing the research as best you can to make sure you know what you're talking about, or else leaving it to someone else. If you only devote minimal effort to answering someone's question, you should be prepared for someone else to come along and correct you.

They pretty much covered it but I will note that having higher base damage allows you to boost more with damage accessories.
Because two of the better one would be better than one of each?
