How to block other players from bringing items from other worlds?

Me and my friends currently play on my server, after a while, my friend started going to Free Items Server and keep bringing overpowered weapons to my server. I asked him to stop bringing items because it ruins the game for me and the others, he complied, but I'm still doubtful because he always gets the best weapons and armors in hardmode first and he insist that he mined them. Anyways, I want to start another server with my friends again where we are all have new characters, and I'm wondering if there was a way to block items/players from entering my server. I've already looked up on TShock SSC but I don't really know how to configure it. I've followed the rules but when we start up, I asked my one friend to test if SSC does work where it will reset a player's character and inventory, sadly, it doesnt. So here I am seeking answers here.

SSC works for me, I always use it. Just look up how to turn it on and use it properly.

SSCconfig.json <---- type that into your program search bar, open it as a notepad file, and make sure the first line is:
"Enabled": true,

or change true to false if you want to turn it off. save the file and run the server.

Thanks! I got it to run but after a while, my friend found a way to bring items to my server via piggy bank because I think piggy bank is shared between worlds if you are using the same character. This is really frustrating

Sounds like you need to stop playing with this friend, if he won't follow the rules of your server.

On my server the piggy bank is blocked. Not sure what the tool is called, though.
