Ensure that you're in an underground hallow biome, Remember, it *ONLY* drops from Chaos Elementals. For this reason, people usually stick to hollowing out the space in a world and making a farm, depending on the nature of it that may not be beginner friendly necessarily (not saying you are, just making the note).
