Optic Staff vs Tempest Staff

In 1.2.4 we got more minion summoners, and the two that intrigue me most are the mini twins (Optic) and the mini sharknado (Tempest). Tempest Staff has higher base damage (50) while the Optic Staff is weaker (30), but take into consideration you get one mini sharknado and a pair of mini twins. Knockback, velocity, and use time are the same on both, however the mini sharknado has poor accuracy and the mini twins cannot float through blocks to chase after enemies.

Assuming these are to be used with no minion enhancing armor or accessories, which of these two staffs is the better decision?

I go for Tempest with the sharkonadoes. they are dealing more damage as you said, but the accuracy is worse as you said, but they are for side-kick only.
