Wiki says if you click on a minecart track, one is spawned with you in it.

When a player clicks on a Minecart Track, a Minecart is spawned and the player is placed inside of it.

Despite the other answers you CAN make your own as well. At an anvil with what I want to say is either 10 or 15 iron/lead ingots and I think 10 wood. This minecart is equipable in its own unique slot and is faster than the regular cart that the rails give you

Those posts were from over a year ago, crafting a cart was added in 1.3.
