That's wrong, they'll still work as normal in a regular world.
Is it in your inventory, and are you right-clicking it? As far as I know there's nothing else required to open it, and no way to change how it's opened.
You can open tresure bags in a normal world. Go to an expert world, murderize a boss, take the bag to a normal world and see for yourself.
As per the original poster's issues, only thing I could suggest beyodn what's already here is to try opening the bag with a different character then using a chest to transfer it over to the char who originally got the bag. Don't know if it'll work, but it's worth a shot.
All the treasure bags I've opened in my pre-1.3 world disagree with you. If you can't open them on your regular worlds, then there's something wrong with your copy of the game.
Is it in your hotbar? I've never opened them from my hotbar, since I always keep it stocked with weapons and tools, but I think I've heard somewhere that they don't open in your hotbar.
