Problem with fossil armor is that you can only get it after worm/brain. You need a pickaxe to mine it and explosions don't work. You need a total of 75 sturdy fossils to make it and putting desert fossil into the extractinator doesn't garantue a sturdy fossil.
At this point of the game you have access to meteorite as well which is a valid option. And you can get all normal armor sets before fossil except molten.

See, you don't need to *kill* the Eater/Brain to get a good Pick. Boss segments drop the scales or tissue when they die, not when the boss as a whole dies. You could be a pretty new character with 140 HP, drink an Ironskin potion, and as long as you can kill a few segments with Grenades before you're killed, you can get the Pick almost at the very beginning of the game.
Alternatively, the Reaver Shark only requires decent fishing ability and lets you get an even better Pick very early.
Fossil Armor *is* potentially pretty damn good, if only because Grenades are kind of OP.
