1. To get the most useful items, fish in the Ocean biome. Aside from getting crates there more often, you can also get fish that function as tools or weapons. Getting a Reaver Shark there means you no longer need any more pickaxes until hardmode, as the Reaver Shark is equivalent to a slightly faster Molten Pickaxe.

2. You can get a Tsunami in a Bottle from crates, as well as a Balloon Pufferfish from fishing. They can be combined to form a Sharkron Balloon, an accessory that aids jumping. You can further combine it with a Lucky Horseshoe to prevent fall damage.

3. The vast majority of fish are used in potions, ranging from aesthetic (Stinkfish in Stink Potions) to extremely useful (Armored Cavefish in Endurance Potions).

4. The best baits give 50% more bait power and last longer, but are fairly rare. I'd say stick wih Worms and Fireflies until you can stockpile the best bait, as they can be easily acquired during rain and nighttime, respectively. You can combine Worms with Fallen Stars to create Enchanted Nightcrawlers, giving them 10% more bait power.

5. Fish as soon as you are capable of traversing the world in pre-hardmode, so that you can find the Angler and start doing quests. Make sure to save up most/all of the crates that you find in pre-hardmode, as they can contain hardmode ores once hardmode starts. This will save you some time from mining.

As for the 3 items for the Cell Phone, the Angler can give them after finishing a quest, but it's a 1 in 40 chance each.

Basically, you need bait and a fishing rod. If your combined power of the fishing rod and bait is too low. You' get a bunch of old shoes, seaweed and empty cans. This can be fixed though to expanding the body of water (you make it larger). The larger the water you fish from - the better the rewards. That's why the ocean is a pretty good place to go.

Angler quests are the most valuable to do, among the rewards are the 3 info items used in the fishing gear(eventually cell phone) but also an armor that increases fishing y 15 a piece, an acessory that does the same, another that improves the chance that bait will not be consumed and the last one prevents the line from breaking (aka, you reel the line in but get nothing).

So attempt the angler quests, they aren't affected by the state of the world, just your character so go crazy. Angler quests last for a whole day. 4.30 AM to 4.29, so you will have the time to do them.

This is a list of the different water spots you will have to create for the different quests:
Mushroom 1
Honey 1
Ocean 2
Crimson 2
Corruption 3
Jungle 4

Hallow surface 2
Hallow underground 1

Snow surface 2
Snow underground 2

Sky 2
Forest 9
Underground 4
Cavern 4

Not that about half of these are available in normal mode.

best advice is to read the wiki. also, fish up multiple of the same quest fish by putting it in your piggy bank/safe when you catch it. that and making new worlds is the fastest way to do quests.
