Travelling merchant behind the house meeting

This is the first time this happened to me, but when I spoke to the travelling merchant he said that I should meet him behind Steve's (my guide) house in about 3 hours and he might have something special in store for me.
So naturally I grabbed a gps to show me the time and waited next to him while I continuously pestered him about how long I had to wait. He kept saying 3 hours but at one point I went too far from where he was and the game said he departed. When I talked to him or when I tried buying from him I didn't notice any diffrence I'm wandering what the point of all that was.

Eh... It's a random conversation. Like all the conversations you get from the NPCs.
Just because The arms dealer tells you to hurry because he has a date - he will not give 2 cents if you keep that shop window open for 4 hours straight.

Oh well that's a shame. I thought he could show me an extra special bit of his stock but nope. Well anyway thanks for answering my question.
