you are fishing in the right biome and height? if you are, then your luck must suck, i recently spent a whole in-game day fishing and didn't get the quest fish, but just that time, i usuallu get it in 5 minutes tops

RNG is VERY hateful when fishing, I've had times I fished from dawn (4:30 when the quest is first issues) to the next day and never got it, this mainly happens with any fish found in Caverns, though not the Spiderfish, also Sky Lake fish are pretty common for me. The best quest you can get is the Bumblebee Tuna, as long as you made a fishing pool made out of honey in one of the honey comb biomes, it is the only fish you can catch in it.

Are you fishing within the allowed time frame? Remember, fishing quests aren't quests, and it's an incredibly misleading name.

The reality is, the Angler simply has a "Fish of the Day", which is only available that day. If you "take the quest" at 4:31 AM, you have 23 minutes and 59 seconds to complete it, and if you "take the quest" at 4:25 AM, you have exactly 4 seconds to complete it. Then he'll want another fish and the previous one becomes uncatchable.

Also, you should use Sonar potions while fishing to save bait. No need to catch every Bass and Princess Fish and whatever other crap bites, you can just wait until something you want bites and then reel it in. You only lose bait when you try to reel in something.

Some people gets the underground and cavern mixed up. The underground is the part right below the surface, cavern is when the background goes from brown to a bit more grey.

If I remember correctly, fishing for a hallowed underground fish in a converted tundra won't work, it needs to be a purity converted to hallow. However, you can get the shrimpy truffle from the converted tundra.

Also, look at the background so that it matches the biome you need. If a quest only says "surface" "underground" or "cavern" then you actually needs to be in a purity for them to show up, it can't be a corrupted surface, or a hallowed underground or a mushroom cavern.

Also note that the time frame for the fishing quest is when the new day begins and not when night starts.

http://terraria.gamepedia.com/Fishing#Mechanics Read the "Mechanics" section with the biome overriding order. If you have to catch something in Tundra, make sure it's a pure tundra (NOT hallowed or corrupted). You can check if you're able to catch the quest fish on a location by checking which fish you get and see if they're biome exclusive (Princess Fish is hallow-exclusive, Double Cod is Jungle exclusive etc.)
