Yes there is, it's made with 20 of each type of fragment. And you do not need to kill Golem to get the cultists to respawn.

Yes, the cultists only spawn after Golem has been defeated. But you only ever really need to kill him once. You can farm fragments before taking on the Moon Lord by killing the pillars and just letting him kill you, though if you're geared up for him it basigally doubles/triples the loot.
