Pirate map not working help

My world is hardmode but i have not defeated the goblin army im wondering if thats why. please help

That's a tricky question, I've never had this problem myself. But you might be onto something.

The pirate map is a summoning item, it summons the pirate army

Question: Do you have the right item? There are two kinds of pirate maps in the game: The semi-rare ocean drop and the Angler quest reward. The drop is the summoning item. The reward is a kind of background wall decoration.

the map has a delayed effect too. Its not as immediate like the other invasion summons.
