Tortured soul hardmode not appearing

made my world hardmode so that i can try getting the Tax collector. killed the WoF 2 times and i dont know the spawn rate for the Tortured soul. anyone know?

i dont know the spawn rate exactly, but i just tend to explore around the underworld, so just try that, thats how i found him

I think you need a few NPCs first before the Tortured Soul shows up

It doesn't have a bad spawn rate. Just do the usual- equip the creature finder, go up above the underworld enough that enemies spawn below but they can't reach you, they'll despawn and eventually the tortured soul will show up.
