Few questions, help!
how many npc rooms are needed in total and can they move into houses in clouds?

There are 21 town NPCs in total and they can move into houses in clouds as long as you meet the housing requirements.

Yeah, 21, 22 with Santa.
Traveling merchant and Gloomy Mays do not move in.

So there's 15 to get in Normal mode and 6 more in hardmode
Just note that the Truffle will only live ina mushroom biome.
And party girl will only move in on normal if you have all the other NPCs.
