Vortex Beater, however, is definitely better at wrecking crows of mobs (which really helps for the celestial events), and has the advantage of being a gun, which means you can use chlorophyte bullets.
To put it simply, Phantasm is a boss fight weapon (maybe the best there is), while vortex is an all-around good gun (performs great during events, and still good against bosses as long as you use chlorophyte bullets).

Both of these are super broken.
Phantasm is great with any arrows but are most effective when paired with lategame and endgame arrows like Luminite (for example), in large spaces, and against large single targets. The aftershot lasers and progressively faster rate of fire ramps damage up quickly against bosses and bigger and/or tougher monsters. Just remember arrows are subject to a heartless b*tch named gravity.
Vortex Beater is great with lategame and endgame bullets, but falls short with weaker bullets, is huge against hordes of Martians and Hardmode + Full Moon + Blood Moon baddies, and great in narrower halls where you can funnel baddies into your killzone. The more enemies coming at you, the better damage you can deal. Just remember you need to rely on line of sight when you aren't using Chlorophyte Bullets.
tl;dr - VS Bosses use Phantasm. VS Hordes, use Vortex Beater.
