Is there a 3rd party program where I can sketch out a design with in game assets to see what it looks like? I'd want mine and build it myself, but plan it out before hand. Is there anything out there like that?

Paint? Donno, but each object takes up a tile. So you can easily plan just using coloured pixels, much like the map in the game does if you zoom in. You can also use the ruler or that other thing from the mechanic to see said tiles. If you also equip all the accessories that increase placement range and so on - it's basically a building simulator.
