Just find some mushroom grass seeds (harvest glowing mushrooms in a natural biome), and then plant them in mud on the desired location. You only need one seed in order to make a farm.
And personally, I recommend the layer platform farm design. It's a simple design with one block thick platforms of mud are placed at character hight intervals. Leave a shaf open on one end and join them together vertically with more mud blocks on the other. That way one seed will cover the entire farm. Around 5-6 layers should be enough for all your needs.
The easiest way to harvest the farm is to swing your auto-attack melee weapon (or golden fishing rod) while walking on the platforms. You can generally harvest two platforms at once this way.
Underground - If you want to build your own, find a natural Glowing Mushroom biome and chop down all the mushrooms. Every one you see. At least one should give you a Mushroom Grass Seed, which can be planted on mud, and if you don't get any, either find another biome or wait about an in-game day. Mushrooms grow back naturally, so you'll have another chance. Once you have at least one Mushroom Grass Seed, head to a source of water. Chances are, when you were mining to find a Glowing Mushroom biome, you dug through some dirt, and if your inventory wasn't full, you collected it. When standing within about two blocks of that water source, you can turn the dirt into mud. Now mine a hole where you want your Glowing Mushroom biome, fill it with that mud (around 250-300 blocks should do), and plant your Mushroom Grass Seed(s) on the mud. I would recommend spreading them out so that they can grow enough Glowing Mushroom Grass to fill the surface of the mud quickly.
Surface - Again, find a Glowing Mushroom biome and get some seeds if you don't already. Get dirt, make mud, put the mud down where you want your biome, and plant the seeds, spread out so the biome can grow faster. The only difference is that you have to also build a house, since you probably also want the unique NPC exclusive to the Surface Glowing Mushroom biome, the Truffle. It doesn't matter what you build the house out of. Placing Glowing Mushrooms will make the house look like it was built out of the same material Glowing Mushroom Chest rooms are made out of, and there is a Glowing Mushroom furniture set. There is also a special kind of bait from a Glowing Mushroom biome, the Truffle Worm, needed to catch a Duke Fishron.
