If you need precision, use a Solar Flare/Nebula/Stardust/Vortex Pickaxe with the Light Modifier. Despite Legendary giving multiple bonuses, Light is best for a Pickaxe. Combine with the Mining Armor set, Digging Potion, Celestial Stone, and Celestial Shell for maximum Mining Speed.

However, if you absolutely need to level a mountain, the Drill Containment Unit is worth every bar to craft. It's made at a Mythril/Orichalcum Anvil with:
-40 Luminite Bars (160 Luminite Ore at an Ancient Manipulator)
-40 Chlorophyte Bars (need 120 total, 720 Chlorophyte Ore at an Adamantine/Titanium Forge)
-40 Specter Bars (40 Chlorophyte Bars + 20 Ectoplasm at an Adamantine/Titanium Forge)
-40 Shroomite Bars (40 Chlorophyte Bars + 600 Glowing Mushroom at an Autohammer)
