Frozen Turtle shell, is it even obtainable?

I spent about 2 hours in icy caves, farming ♥♥♥♥♥♥♥ turtles. I HAVE 10 ♥♥♥♥♥♥♥ ICE SICLES, with their drop rate of 0.56%! And NO Turtle Shells with 1%! WHAT THA BLODY F**K?

Yeah, the sickle is said to drop with 0.56% and the shell with 1%, yet by now, over the course of long game play, I got 6 or so of the scythes and no shell. I'm beginning to get ideas like that maybe you need to play with high defense value to make them drop, or kill them with melee weapons. But the game never works this way AFAIK.
Did anyone remember in which parameters (char, world) they got the shell(s) dropping? And how is their ratio to the sickles for those that get shells?
If I assumed the usual RNG quirkiness, I'd say the sickle has a much higher drop chance than 0.56%.

280 counted ice tortoises so far and ~ a dozen ice sickles.
