Or worst case you could just build an artificial Sky lake low enough that they don't spawn. Or you could just skip those quests. I never reeally see the skylake ones come up too often, when they do a lot of the time its a skylake or surface option.
The main problem is the wyverns, they pass through blocks :/
Also, they're supposed to be rare but I got 4 wyverns in a row, dying each time, maybe I should get better gear before trying to fish up there :/
Peace Candles is also helpful to reduce monster spawn rate, but combine that with the sunflowers Happy! buff, you get nearly no hostile spawning in the area
In hardmode, there is no way to avoid Wyverns completely.

NPC would stop pretty much any hostile mob from appearing. So I guess you could build your town near a sky lake.
