At least one Steam poster has reported finding an Arkhalis directly under their spawn point, though Gamepedia reckons the biome should not be able to appear within the central third of the map.
Apparently the shrine biome always includes a tunnel that leads very close to (if not all the way to) the surface.
I have an Enchanted Sword, and it's a very, very useful weapon to have - especially since I'm midway through the pre-hardmode part of expert mode. Its damage is through the roof, it can fire a projectile every second or so, and said projectile generates a lot of (long lasting) light. I found it in an area in the Caverns that looked nothing like sword shrine biome, using a 1.3 expert world, so my guess is that even if you run out of sword shrine biomes in your world, that doesn't mean you can't find these weapons within your world.
The Starfury has similar damage, but isn't so great in closed-quarters. Still, that's probably an easier weapon to find. Both it and the sword-shrine weapons are quickly outclassed as you advance through the game, so if you find one randomly, great, but if you don't, then they're probably not worth investing actual effort in acquiring.

I tested on the new training dummy and the Enchanted Sword had better DPS then my Night's Edge. I kept using it until I faced the pirates.
Someone wrote on the Gamepedia wiki that the Enchanted Sword is the best pre-hardmode weapon you can get, but that was removed on the basis that Night's Edge is supposed to be better:

And on paper, Night's Edge is - I assume it's the damage from the projectiles that tips the balance. Interesting to know. So far the Enchanted Sword has served me very well.
Mine were pretty spread out (two to the left and one to the right), and none were near spawn, so make sure you look everywhere. Hope this helps!
