Whats the best item to use for breathing underwater?
If it's in hardmode, whats the best for pre-hardmode?

Easiest is to make a bunch of Gills potion. You will need coral and waterleaf which are easily found in and near the ocean.

Best Pre-Hard mode item would be Diving Helment, which increases underwater breathing time.
It can also be combined at a Tinkerer Table with a Flipper to turn it into an accessory item with both traits.

Best hardmode item would be Neptune's Shell, which gives infinite underwater breathing. It's found ffrom a Creature from the Deep, during a Solar Eclipse.
