Does anybody know how to get the Tax Collector?

I found him twice, once in the underworld, and once in random mid area of cave near jungle

I mean, I don't know what the "Tortured Spirit" looks like.

The Tortured Soul looks kinda like a skeletal version of the Tax Collector shown on the wikia. I found him wandering around in my underworld along the platform I used for the Wall of Flesh battle. Just have Purification Powder from the Dryad in an inventory slot and use it on him. But be careful, he can damage you and be damaged as a Tortured Soul, and doesn't last too long once purified. That said, he'll respawn if he dies before you can leave the Underworld.
