you can break piles of grass and rocks in the forest to catch worms or fireflies/lightning bugs around your house at night with your net. Aside from that, the fastest way to get good bait is to visit the Jungle and use your pickaxe on the larger plants and catch the bugs that may pop out.
Also, you can upgrade the basic worm's effectiveness by crafting it together with a Fallen Star.

Where can i find the NPC that sells the bug net

The merchant sells the bug net, it's often one of the 1st NPCs that move in, he'll move in as soon as you have 50 silver coins and an available house, provided that other higher priority NPCs aren't already waiting to move in - in which case just make more houses.

How do i get that NPC in?>

He'll move in automatically during the day when there's no current event provided there's an available house and you have at least 50 silver coins. There's a housing interface button in game and the official wiki[terraria.gamepedia.com] also has all the relevant info if you're not familiar with how houses work.
