Good players can adjust to situations and play differently every time, be it accidents happen ( events , party wipe ) or be it mechanics not working ( heart statue bugs ).
Also i feel since expert mode got brutal in fact fighting on the run and not beeing fixed to a certain arena is much more beneficial! Best way to survive is not beeing hit at all than rather the second best option - beeing hit but healing afterwards to full !
And why they are bugging or whats up with them , i cant tell. I noticed that too, but my arenas consist mostly of heart statues as decorations ...
( its hard to find in one single world many of them )
So i tell my party and myself to work on dodging than rather to work on healing up!
update: do you feel they glitch more in 1.3 now ? did they change wiring maybe ?
Yeah i feel like they glitch more, i rarely see all of the statues working now, it's a rare event.
As for the tips yeah i know i don't have to rely on them, we make tons of preparations before bosses: buffs, potions, heart lamps, camp fires, long arenas with various floors to run on and more.
I used to prefer the arena instead of just running around because we usually made really big ones so we were not really limited to a certain space, now with the UFO mount though, we just fly and kite.
Thats a very good hint. So maybe its a balancing mechanic and not a glitch.

That's their limit, otherwise they'd be OP.
But the area, in which they are being "limited" to 3 is rather small, so place multiple Heart Statues a bit away from each other for optimal results. I don't know the exact limit-range, that's something you need to figure out yourself.
Still kinda OP, actually.
Hearts from enemies within their limit-range also stops them from producing more it seems.
