I Think I Found A Bug/Glitch - Ice Golems Don't Spawn?

300 snow/ice blocks = Ice biome. Correct, that works fine. It's snowing, yes. Ice biome enemies spawn, yes. Alright, Tho I have this mixture of Hallow, Ice and Jungle Biome in Forrest (it's my arena-ish setup), there are 300 pink ice blocks.

Before all this I had 200 corruption & crimson blocks. Nothing is wrong with this, everything was fine. The Golems were spawning.

But when I removed those corruption and crimson ice blocks I simply put in 100 dirt back and 300 hallow (pink ice) blocks. Ice Golems simply don't spawn (Yes I meet the requirements, I'm not stupid). Does hallow prevent Ice Golems from spawning?

I tested this right now, hallow does not prevent them from spawning 'cause I have hallowed ice biome next to me, works fine in there. Only difference at my arena is that I have deactivated jungle blocks & traps (a lot of them). That should be it, 'cause I don't see anything else wrong with it.

Actually, I did see Golems spawning in this arena after I added the Lihzahrd blocks/traps but had 200 Crimson & Corruption blocks, 400 in total. Therefore, there has to be at least 400 ice blocks for the Ice Golems to spawn... 'cause now there's only 300 Ice (pink ice blocks) in my arena atm and they're not spawning, but it is Ice Biome. Also, why I think this is true is that I went to hallowed ice biome (more ice blocks) and they spawned there.

I've got it! There's a hidden requirements for Ice Golems: There has to be at least 400 ice/snow blocks for the Golems to spawn (while raining/snowing of course).

The thing that determines what mobs spawn is what block they spawn on.
Put some ice/snow to the left/right of your screen on the top layer so they spawn on top of it.

I already tested it, I have asphalt blocks on the surface (where they should spawn). But like I said, your statement doesn't matter 'cause:
