How rare are Ebonkoi?

Fishing in the corruption just below the ground for straight 15 minutes, not a single Ebonkoi. Are they that rare or im just unlucky?

No, but maybe you should get a better fishing pole and/or bait. And make sure that you're fishing in a large enough pond.

they have a 1:24 chance of being caught. My setup is pre hardmode in the underground corruption. Try using the Fisher of Worlds with a Fishing Potion and some Journeyman's Bait

Yeah doing Angler quests for the fishing accessories & armor set, as well getting enchanted nightcrawlers and a better fishing pole would help you to get more ebonkoi, having a large body of water will help too, and as others have suggested, the use of fishing potions is quite helpful.
