how do i get tiger climbing claws for master ninja gear if it didnt spawn in any surface chests

Any regular wooden chest loot can also be fished for, inside the respective wooden crate, I believe.

Get Shroomite Digging Claws + some digging speed buffs and the Wisp in a Bottle (light pet) from the Dungeon and just dig horizontal lines through the surface layer for chests. Press UP and DOWN the whole time to make your light pet move in a zigzag manner, illuminating the earth around.
