No Boreal Wood Crate

IVe been fishing for 4 hours in my hardmode snowbiome in a 15x39 handmade pool, 0 sign of any boreal-wood crate. At first I worried that because its close to the Hallow Biome it might mess up the drops, but the music & background stay snowy. Im not sure if this might be a bug because I've gotten 20 Titanium Crates at this point with not a single ice skates

Just a bad luck I guess. And you can not get Ice Skates from Titanium Crate.

Try using Crate Potions and Sonar Potions.

It was supposed to be underground btw

There's a risk that the game is considering it to be a hybrid biome. But then you should still get one of the two biomes' crates. Try reloading the world perhaps? Or stand on a different spot.
