First off, you need to embrace the art of building prisons luxury hotels. Each room is 6x10 with the sides of the room being platforms on top of one another, minimum two horizontal rows of background walls, one workbench and a chair, and a single torch. Only the most luxurious rooms.

But if you'd prefer to try out tModLoader instead of Terraria, look for Fargo's Mutant Mod. It adds the InstaHouse, which does exactly that. A very minimalistic house with every requirement for an NPC to move in. Plus, it matches the biome it's placed in. It requires 50 wood and 1 torch to craft that item.

use underground houses / sky islands if you don't wanna build, all you need to do is add lighting, table + chair, and maybe a little repair on the underground houses (but these commonly house 2 npcs too)

or just spend a minute making the box for them to live in
