So basically, wings better for spelunking, closed areas, and if you are using dash items, broom better for bosses in open areas or if you wanna open up trinket slots
Good example is Hardcore Dungeon. Unless you are camping an area you are going to want a pair of wings over the broom.
I found that with the broom if you touch down or land on something even by accident (you were passing by a block just a little to close) then you come to an abrupt halt and it takes a moment to get moving again. That sudden halt in movement can be fatal in boss fights or cramped areas underground.
Weather to use it or not will more than likely depend on your maneuverability skills and how well you deal with that abrupt halt from landing.
I can also hang in any spot (to mine or defend from mobs) without bothering with hooks or worry not to mine out the block I'm hanging to. It's hard to compare ability to fly indefinitely to anything really. It kinda wins by default.
