There are also some other things that improve your fising power, it increases your odds. But it's down to chance and "12 bait" is sometimes simply not enough tries.
I think I'm having ~200 blocks of water, which should be decent.
There are equipments that increases fishing power, but many of them are locked behind completing fishing quests (I haven't managed one).
If 12 baits are too few, then how can I get baits efficiently? They aren't sold anywhere, and it takes quite some effort to get a dozen of them.
I'm sure I did.
The best bait you can get, aside from master bait, would be buggy’s from the jungle (break any bushes you see there, and they have a chance of spawning), which have a fishing power of 40. Second to that would be enchanted worms, which have 35 fishing power.
If you still get cans and such then your fishing power is too low. If you get a lot of crates then you're usually good to go.
The best thing you can do for yourself right now is a good pole and maybe one of the floaty mounts.
Anyway, easy bait for me is nightime fireflies in NPC towns or else you'll start getting them in the crates you fish up.
Also remember that the fishing quest resets at morning.

1: Potions.
a. Sonar
b. Fishing
c. Crate
2. With Sonar active, ignore anything that is not a Quest fish, a Crafting fish, or a Crate (unless you want stuff like frog legs and flippers and whatnot).
3. With all the Crates you will be getting, you will start to accumulate a lot of Apprentice and Journeyman bait. Later on, Master Bait, when you start getting more crates.
This will solve your Quest Fishing problem as well as your bait problem.
BONUS ADVICE!
Bring your Piggy Bank (or Money Trough) with you. Pop in your Quest Fish if you want to catch more than one. (You can't catch another if it's in your inventory.) You can only turn one in at a time, but you can stock up on Quest Fish as well, and turn them into him if that comes up again, without having to go fishing.
[EDIT] Note that Sonar and Fishing have 8-minute durations, Crate has 4-minute duration. I typically carry around twice the amount of Crate Pots compared to Sonar and Fishing.
Oh, I meant the Flamingo. Pink Mollusk / whatever is the item, bought from the Zoologist. I think it gives +5% or something. So like the toilet, but it floats. It doesn't make a difference later when you have better gear but it could be useful when starting out.
I just tried to fish from 10am to 3am in game, and I still didn't get any quest fish. I did get about 10 crates, though.
The quest was to catch fish in mushroom biome (I checked before and after fishing), and I was indeed fishing in mushroom biome (with mushroom everywhere and mushroom background displayed and music playing). The water was like 6 tiles deep and about 50 tiles wide, so it should have been big enough. I have absolutely no idea why it didn't work.

In a full day of fishing, I'd never come home with less than two, and usually more than 6. (Depends on if I remembered to get my Piggy Bank back out--it disappeared from my Money Trough about midway through my Crate potion, typically, and sometimes I didn't bother getting back out when I wasn't specifically hunting for Quest Fish.)
